Valerie Yv. Woolsey, MBA understands, after 20 years of government policy and healthcare reform experience, just how much the industry is constantly faced with a broad spectrum of policy concerns that only someone who has been exposed to and worked in a California based medical institution can appreciate and appropriately represent from a policy perspective. It is because of her innate understanding – that we cannot impose a middle class health care infrastructure and mindset as a blueprint system design for a less than middle class population – that she was selected as 2014 Chair of Covered California’s Qualifying Health Plan Management and Delivery Stakeholder Advisory Group, one of three advisory groups designed to collect California-specific perspectives from key experts and stakeholders to provide advice and recommendation to Covered California Board and staff.
Valerie’s expertise comes from a background in county hospital operations and health plan experience needed to succeed in this challenging environment. Her former roles include Director of Contracting for two Bay Area County hospitals, where she developed contract negation methodology and physician report card reporting system to control costs and manage the provision of care for the uninsured, as well as a Director/VP role with United Health Group of New Jersey with oversight of the Medicaid network. A strategist by design, Valerie’s prior engagements have been as an MH/SUD consultant for the Armed Forces Services Corporation and as senior strategist for a national Bay Area based substance use disorder group responsible for their product positioning as essential community providers of EHB mandated services under health care reform and payor network access across five states. That role also encompassed her serving as a representative on national and statewide Coalition of Whole Health (CWH) boards and liaison for congressional hearings and testimony at California state capitol.
She was also chosen by her peers as President of two local professional health care societies focused on health care reform, legislation, payments and ACOs, managed care trends, insurance, payer and provider reimbursements; CMS and DHHS legislation, Medicare, quality issues, HIPAA, and legal issues under MediCal and Medicaid. She has been a panelist, regular contributor and former committee chair for the California Primary Care Association, and spoken at national conferences for The Brookings Institution and the annual National ACO symposiums in Chicago and Washington DC.
Valerie earned her BA and MA from the George Washington University and an MBA from the University of Notre Dame.
